Housing Opportunity in Palmdale
The City of Palmdale and other local agencies are exploring opportunities to facilitate a shovel ready housing development for approximately 13 acres of land owned by both the City and Palmdale School District, with the goal of accelerating housing production and addressing local housing needs. The project site includes 45 parcels and is generally located at East Avenue R-12 and 27th Street East in Palmdale.
The public input we have received will be considered by the City and project team to develop a preferred scenario before advancing to environmental review and California Environmental Quality Act (CEQA) analysis.
There will be additional opportunities for input as the environmental process moves forward. The draft environmental documents are anticipated to be available for public review this summer, with public hearings to follow in Fall 2023. After the City Council approves the site plan, the City will determine the next steps, such as developer selection, design, and groundbreaking schedule.

- What is the intended intensity of housing for this site?
The site is currently designated as Residential Neighborhood 2, which is intended for grouped housing such as townhouses, condominiums, and apartments with a density range of 10 to 20 dwelling units per acre. This site is also anticipated to include a public neighborhood park.
- Who will be eligible for this housing?
The City of Palmdale and other local agencies are exploring options to provide accessible housing at a variety of income levels based on local housing needs and community input.
- How will this project impact the neighborhood?
The concept for this project is undergoing formation and will include opportunities for input from the community and stakeholders. If implemented, the neighborhood would benefit from an increased housing supply to address local housing needs. In addition to potentially providing new housing units in Palmdale, other positive outcomes that could be generated include the following:
- Publicly accessible recreational space on site
- New utilities and infrastructure for the site, including water, sewer, electrical, and streets
- Local development impact fees to help pay for various public improvements
- Who are the key project partners?
The planning and entitlement of this project is funded by the Regional Early Action Planning (REAP) Grant program which is administered by the Southern California Association of Governments (SCAG). REAP is providing funding assistance to the City of Palmdale to explore opportunities for the project site, analyze the feasibility and environmental impacts, as well as to engage the local community and stakeholders.
