Homeless Prevention Rapid Rehousing (HPRP)

The Housing Authority of the City of Palmdale (Authority) Homelessness Prevention and Rapid Rehousing Program (HPRP) partners with The Salvation Army to serve households who are homeless or households that will become homeless without HPRP assistance. The program is funded with low and moderate income housing asset funds, as the Authority has fulfilled all obligations required by Health and Safety Code Sections 33413 and 33418 and developed HPRP pursuant to Section 34176.1(a)(2) to provide assistance for individuals and families who are homeless or would be homeless but for this assistance.

The HPRP program supports the strategies and goals of Los Angeles County’s Homeless Initiative approved by the County Board of Supervisors, and the City of Palmdale’s Plan to Prevent and Combat Homelessness.

Plan goals

  • Goal 1: Prevent episodes of homelessness in the community, including individuals and families.
  • Goal 2: Assist homeless individuals and families by providing relevant and accurate information that creates a path for them to no longer be homeless, and also create housing opportunities that meet their needs.
